I appreciate this is long, so if you want to help, please skip to the section headed as "Questions".


I am a leaseholder in a Council flat in my borough. The block is 3-stories, and for the sake of regulations, I believe the height is approximately 9m.
In 2013 we had a Fire Risk Assessment undertaken, and as a result, almost five years ago our Council completed works to our block "reasonably undertaken in accordance with fire safety regulations" and "which include the installation of flat entrance door sets (FD30) to meet regulations".
Some more detail about the works undertaken as per what we have in writing from the Council:
"The replacement door and frame (door set) will be a compliant 30 FD 4 panelled door along with the associated ironmongery which includes door viewers, security chains, letter plate and numerals."
Following the works, all of the flat entrance doors at this address are fitted with smoke strips around the doors, and intumescent strips. My understanding is that these are classified as FD30S doors.
Each leaseholder was invoiced ~£880 for these works, and the bill for the half of the tenants who were placed here in vulnerable housing was presumably footed by the constituent taxpayers. We were invoiced in 2020.

Fast-forward to today.

The Council are pushing forward with works in our block again; this time they are replacing our FD30S door sets with FD30S door sets, and the bill per flat is circa £4,200 - a 480% increase compared to the last time (£880).
The reasoning behind these works on the paperwork they sent us simply says "Fire Risk Assessments have highlighted the need for works". The most recent Fire Risk Assessment provided to tenants is from 2013 and is the one which led to our doors sets being upgraded to FD30 five years ago.
During the 30-day consultation period, several of the tenants attended the meetings the Council held. We asked them all the questions you would expect:
During the meeting, every response they gave was "we will get back to you with that information". None of us received any of that information before the consultation period was over.
We have since put in writing in a large email chain which includes most of the leaseholder tenants and every stakeholder we could find at the Council, and the contacts from the contractor they are using. In this email chain we asked all of these questions again. Both the Council and Quinn London have simply ignored all of our requests for information. This was more than 2 months ago. I have followed up with phone calls too.

Finally a Response

Last week they started undertaking the door replacements. As far as I am aware, only a small number of the tenants who were placed here in vulnerable housing have had the work done so far (they don't care as they don't pay the invoice). Last week also happens to be the first time they have replied to us. After incessantly harassing the contractor and the Council, I finally got something in writing over email from the project manager at the contractor. It says the following:
"The current doors to a number of flats within [redacted] are not fully certified FD30s door sets, and while I can see some of the components we would expect to see in an FD30S doorset, they have not been installed together and tested as a complete set to achieve at least 30 minutes fire resistance from both sides. For this reason it has been recommended that these doors are replaced with complete certified composite FD30s doorsets, as per current legislation."


I believe these works are completely unnecessary, and are a result of fraud or gross professional negligence. My aim is to stop them going ahead, and I am looking for advice on how to achieve that.
To top it off, there are thousands of flats across my Borough having works like this done. If I am correct, and most of these works are unnecessary, I suspect the Council is probably wasting millions from the private coffers of its constituents as well as taxpayer money.

Additional Information

Even if the project manager's explanation for replacing our door sets is valid, I have this in writing from the Council in relation to the previous works undertaken:
"I can confirm [...] flats [redacted] and [redacted] required a total new door set (door and frame)."
Most of the flats had the door leaf (the actual door) replaced, and the door frame upgraded to reach FD30 standards, but as per this quote two of the flats did indeed have the entire door set done at the same time. In relation to the door sets the Project Manager's reasoning for undertaking the works was that "they have not been installed together". The works they are undertaking now also include replacing these two doors sets.

Fire Safety Regulations 2022

The Council and contractor to date have refused to provide us (by ignoring us) a copy of the Fire Risk Assessment which is driving the need to conduct these works. [The Fire Safety (England) Regulations 2022: fire door guidance]( which came into force on 23 January 2023 state the following:
6.5. To check flat entrance doors, you will need access to each flat, so that the door can be checked on both sides. Arrangements should be made with residents in advance to carry out these checks. You could consider offering a range of times, so that residents can be present. Other than in very small blocks of flats, it is unlikely that all doors can be checked on a single occasion.
We are not aware of any Fire Risk Assessments taking place, and we definitely have not had the insides of our flat entrance doors checked, nor any appointments arranged to do so. 6.1 of this regulation specified that it refers to buildings where the top story is above 11m (ours is ~9m) but I'm not sure if that applies to clause 6.5. Could their Fire Risk Assessment be out-of-date / inapplicable?

Building Safety Act 2022

Unfortunately I believe my block is excluded from this (our block is 3 stories, and approx. 9m tall) but I wondered if there was anything similar that would apply?
Building Safety Act 2022 come into force today (28 June 2022).
Those responsible for historical safety defects, and those who own buildings, will instead be required to fund essential repairs.

My mother's accounts have been compromised, started with her Facebook, and then her email. I think we were able to slow the damage, as I was able to help her create new, different passwords for the accounts she could still access that are tied to that email. However, the intruder activated 2fa on the accounts they got into, so she can no longer get into them to change anything even with account recovery. They almost got her phone account too, but we were able to secure it because we were actively working on this when the attempt to sign in from the intruder occurred.
That we know of, her email is the biggest compromise that occurred. But I know someone can do a lot of damage, both to her and to her contacts, just from having her full name and control of her email account.
Her email provider listed a 24/7 support number, but when we called, they were closed. So, not 24/7. She's going to call again in an hour or so when their system said they'll be open.
I have already given her the spiel about not reusing passwords, how to make secure passwords that she can remember, and we have secured what we can. I guess my question is, what else can I do to help her?
Not email related, but I do want to add: Facebook support is garbage. They have no means of articulating unique or nuanced situations; there is no customer support avenue, no emails, memos, chat, nothing. We recovered that account, saw the 2fa the intruder set up, followed the steps to prove her identity to get her back access, and by the time Facebook got back to her, the intruder had locked her out again and she had to start over. Hopefully her email provider is more help, but in case they aren't, what are her options?

As soon as I go to hit the snooze or off button on the alarm a text message comes through and my thumb hits it instead the message opens to him saying he loved the night. We had the other night when the same night she had been out “doing laundry at the local laundromat” needless to say loads were bidding put in some thing, but it wasn’t lottery so I threw her ass out and I’ve tried to be civil around the kids but last night she came over to fill out the divorce papers together and be civil about it, she was argumentative from the moment she got there. My mobile phone bill came as usual and then I got an email saying there was a problem with the payment I called in to Telstra and tried to make a payment but there was a problem with the “robot” that adds the new payment method and the agent kept trying and I ended up having to enter my credit card numbers over 4 times, I hung up coz it was so retarded and rang back, the second agent had the exact same problem and said he would “waive” this months bill and that I need to visit the nearest Telstra store before the next billing cycle, now I find out my account is in collections basically the bill is overdue and I have no way of making a payment. This is not the first problem I’ve had with Telstra, I’m considering changing providers.

I just realized that I haven't posted any updates in months about my home GSM network, whimsically named Themyscira Wireless - so let me update y'all. Basically, my network Just Works. The physical BTS (base transceiver station) hardware I currently use is sysmoBTS 1002, but I also just recently grabbed a Fairwaves UmTRX unit from ebay, and when it arrives, I will play with this type of BTS as well. For all physical hw options though, I only use Osmocom CNI (cellular network infrastructure) software and not OpenBTS or YateBTS. I am very biased in favor of Osmocom CNI, as I am now a full-fledged member of its development team: it is Free Software in the proper sense (with free-as-in-speech aspect being much more important than the free-as-in-beer aspect), it is developed publicly in the open, it is being actively improved and refined in the present time, and I am now an active participant in that development process.
My ThemWi network now works solidly enough to where I operate it 24x7, and I use a vintage phone (my current favorite is Ericsson I888) on this network as a real phone, to talk to real people. My little GSM network is interconnected with the outside world: I have a block of real 10-digit phone numbers allocated to this network (I can have as many phone numbers as I need, at a cost of 6 cents per number per month, and I can pick numbers from anywhere in USA), I then assign individual numbers from this block to specific phones (or SIMs to be pedantic) under my control, and once a 10-digit phone number is assigned to a Themyscira Wireless SIM, the phone with that ThemWi SIM in it, operating in the GSM oasis around my home, can dial calls to anywhere in the world and receive calls from anywhere in the world at that number.
Aside from the tiny coverage area (eventually I am aiming to cover the entire town I live in, but we'll need to form a proper non-profit with several committed local members first), my main limitation currently is lack of SMS support. I can send SMS from one ThemWi phone to another, but there is no outside SMS connectivity at the moment, only calls. The issue with SMS connectivity to the outside world is that most cheap providers of bulk VoIP offer only A2P SMS and not P2P, whereas a cellular network with human users requires P2P - interconnecting it as A2P would be a severe misclassification and would cause all kinds of problems. A while ago I had a very preliminary discussion with a knowledgeable person and got a summary version that P2P SMS providers do exist, but they are significantly more expensive or require high minimum revenue commitments. Over the past 8 months or so I've been busy improving voice quality in Osmocom-based networks specifically for vintage phones (FR and EFR codecs, rather than AMR) and retronetworking-style outside PSTN interconnection (transcoding to G.711 in a way that accurately mimics traditional TRAUs from the Golden Age of GSM), but I am hoping that maybe later this summer I will have some cycles to start looking at SMS.

I recently bought a second switch, but I forgotten my Nintendo account password. For some reason I didn't save the backup codes when I'd setup the 2FA years ago, and I'd changed my phone since so my Google authenticator is empty as well. I googled for solutions and one real solution is to contact support.
I contacted Nintendo support through chat, and they've been really helpful. I was asked to provide the current console's serial number and email address associated with it, and my birthday. That's how they're able to verify me and disabled my 2FA. From then on, I was able to reset my password.
Tl:Dr, If you lost your backup codes, just contact Nintendo support to disable your 2FA. Preferably save the codes from the start though.
